Maybe try disabling KucheraCallouts and see if it still happens. Could be ambient events conflicting. I don't really know for sure.

For anyone who had a similar problem, all I had to do was verify the game files using steam and it corrected itself!

Similar to others, my steam copy of GTA V is not detecting the RAGE Plugin Hook. I've tried a number of solutions detailed here on the forum but all to no avail. Attached is an image of some launch arguments that seem to always be added when I start the game even though the launch options are empty on steam.
