I mean it was bugged even on a fresh install without any mods or trainers

So a while back I had GTA V with LSPDFR installed. I uninstalled the whole game with mod in it. Yesterday I downloaded the game again, and all my running speeds are very slow with a sluggish-like animation. I assume it's used for some NPCs that run very slowly (fat or older ones). I cannot seem to fix it by loading different saves or restarting the game. It's the same animation on every character and I can't remove it even with a trainer (tried to set the movement style to default). I saw some other people having the same issue on the internet, but no one gives a proper fix to it. Please someone help, this slow running is killing me.
