Solutions

  1. Gatorator's post in plugins not loading even though seemingly installed perfectly was marked as the answer   
    Those files and folders, for them to properly work, must be placed in the "LSPDFR" folder for them to be detected. So they will be loaded when you go on duty. the current place they are in now, is only for standalone plugins, like seatbelt, dashcam, and sticky wheels. So they will not load in their current spot. Once you move them, it should all work fine.
