    From what I understand, this error occurs when you try to do something with a suspect, but the suspect doesn't exist anymore.

    I would try changing what I have below to your LSPDFR.ini and see if it helps:
    AmbientSpawn.MaxCopsInArea = 0
    AmbientSpawn.MaxSpawnedCopsInArea = 0
