    I resolved this, I was missing ScriptHookV. Can not confirm with Non-ELS but ELS is now working as intended.

    I am having issues with emergency lights on almost all of my vehicles, including ELS. This is how I have them installed: grand theft auto V/ELS/default_package/police.xml mods/update/x64/dlcpacks/patchday22ng/dlc.rpf/x64/levels/gta5/vehicles.rpf/police.yft The specific issue is the emergency LED's, the headlights and rear lights still flash but the lightbar (and any associated flashing red/blue lights) do not. I assumed at first it was due to carcols.meta file but I am using ELS only vehicles without carcols and having the same issue? Any help would be appreciated I have been troubleshooting for 7 hours already...
