    Hey there! figured it out with the help of Jed i know its been a while but in youre files go to the ELS .xml files for the slicktops in there under MISC there is will be some words that say <VehicleIsSlicktop>True</VehicleIsSlicktop> Youll want to change that to <VehicleIsSlicktop>false</VehicleIsSlicktop> i know its weird but ELS is a weird mod and that seemed to have fixed the issue so file path will be your GTA5 folder > ELS > Pack_Default and open whatever .xml it would be for the slick tops (Check the spawn names for the vehicles POLST-POLST5 are the slicktops and the .XML should be changed on them to what is above. hope this helped! let me know if you have any questions
