    Ok, I finally found a solution.
     
    First of all, I was uninstalling all the NVE add-ons I've previously installed. One-by-one via NVE-supplied uninstallers. I was testing the game after each uninstalled package. No success. After I'd uninstalled all, I checked dlclist.xml for some reason, and I realized, that there were multiple duplicated entries from NVE. NVE uninstaller packages are not removing entries from the DLC list and also files themselves from the directory structure. 
     
    So, I've removed duplicities from dlclist.xml, and tested - the problem is solved. Last but not least I've installed all NVE addons I am using back, and the game is still working. 🙂
     
    What is interesting, is that NVE has also an addon called "LSPDFR Compatibility Patch", which indicates that it has to be installed separately, but if you install only base NVE packages you can see also  
     
    <Item>dlcpacks:/NVE_lspd/</Item>
     
    entry in your DLC list and patch installation itself does not add any new entries to the list. 
     
    So, @ThiccWine you can try to check the same thing.

    Yep... had this problem before its why I uninstalled NVR. I vaguely remember how to fix this. I don't have it anymore so I'm not exactly sure but in OpenIV NVR has its own files and in one of those files you should see a list of vehicles, delete the vehicles from the NVR list that are purple like that. It won't remove the car from the game, it just fixes the texture.
