I have 2 male characters, one older and the other younger and the birth year for the older looks more like it should be for the younger character and visa versa. Not a priority but would be nice to change. I think you said before that there is no way to do that as of now.

John Nolan LAPD reacted to Officer Tuna in Traffic light stick - What??This was added to StopThePed a little back, you can still see it in the changelog.
To do a traffic stop on foot you need to press G and choose "slow down traffic" or "stop traffic" Then you can double click E (like with a normal stop) and then your character will raise that stick and pull the nearest vehicle over. From that point everything will work like a normal traffic stop with STP

Where can I get one? I have noticed this in StopThePed: "Whether to use glowing stick (parking wand) to initiate on-foot traffic stop (yes/no)
OnFootTrafficUseWand=yes"
Can we perform traffic stops while on foot with that?
