Delete the GTA5.exe in your GTAV folder. Then verify game files.

Install the latest version of LSPD First Response 0.4.9 (Build 9476) – GTA 3751.
Create an exception in Windows Security or in your antivirus for the Grand Theft Auto V folder and for RAGEPluginHook.exe, which is also located in the main folder.
Make sure you have the latest versions of the following: .NET Framework 4.8.1, Microsoft Visual C++ Redistributable, and DirectX End-User Runtime. Also check that Windows and your graphics card drivers are fully updated.
Make sure the Grand Theft Auto V folder has all permissions enabled (Properties > Security).

Let me know if the issue has been resolved. If not, post the RagePluginHook.log again.

Your RagePluginHook.exe is out of date, please update to the latest version

I finally did it. "fwBoxStreamerVariable and decals limit patch 1.5.1" solved it after searching an hours on this forum. Thank you a lot.

I’ve used Quant with LWE just fine before. NVE was quite heavy in my experience.

Do you have a large number of add-on cars, map mods, high-res textures, etc., installed?

Then I don't really know the problem.
