The original version of this pack was released back in Spring 2016. This version is specifically for ELS-enabled models.

All textures are made from scratch in Adobe Photoshop CS6.
INSTALLATION:
Simply replace the texture in one of the models below with the textures in the download. If you need any help installing, you are welcome to PM me.

Installation
1. Go to OpenIV and navigate to mods\update\x64\dlcpacks
2. Drag and drop "legacypack" inside the dlcpacks
3. Navigate back to mods\update\update.rpf\common\data
4. Find dlclist.xml and right click on edit
5. Add this line to the last entry: <Item>dlcpacks:/legacypack/</Item> then click save
6. Naviage back to Mods/Update/update.rpf/common/data/levels/gta5/vehicles.meta
7. Drag the vehicles.meta into OpenIV
8. Drag the VCFs file into Grand Theft Auto V\ELS\pack_default

This is a follow up to my 70's pack
 
All the original vehicles are available in an unlocked state on various other sites
 
I've added a 5th vehicle to this as a sheriff cruiser
 
Please install all the files so the lights work properly.
 
Pack is final and will not be updated any further.
 
I recommend this siren for a bit more authenticity

Anyone having issues with the unmarked Diplomat.
Open your ELS, VCF file and look for this line

Change the word 'halo' to DRO3 and save
You can change any black window tint with your trainer ( If you use SNT )
 
For the black glass. Find your vehicles.meta  (mods\update\update.rpf\common\data\levels\gta5)
right click on it and the click 'edit' in the drop down box. Use the 'search tab and look for 'police4'
scroll down till you see the line below. The last part may look different. If it does, copy and paste this line over it and save.

This is my 1980s New Orleans Police Dept Pack of the 1987 Ford Crown Victoria and 1989 Chevrolet Caprice. This pack feature a newly design lightbar the Smith & Wesson by the author Joseph C. and converted and els by apoundofapples. Also including the lP6000 Force 4 Lightbar and the Twin Sonic lightbar.
The 1984-86 CV LTD with the twin sonic lightbar livery skin texture was created by me including the white liveries.
In the 1980s NOPD police cars were all blue skins until 1984 when they change them to all white with blue textures and decals.

This mod replaces the Vanilla SWAT Ped with a more modern and realistic equipped SWAT Ped.

FEATURES:
High quality models
The polygons are reduced as much as possible while maintaining the quality of the original models. High quality textures
Many textures have been reworked (removing dirt, changing colors). Realistic Equipment
It includes some realistic equipment such as Crye's JPC 1.0 and G3 Combat Uniform, Atlantic Signal Combat PTT, Taser x26p and Night Vision Goggles (with glowing lenses). Working LODs
Lower the quality of the models depending on the drawing distance to keep the performance of the game. Working Blood, Bullet Holes
Pants and shirts have accurate Blood and Bullet Hole Mapping based on GTA5 specifications. Multiple Organization Textures
In addition to LSPD SWAT, real-life units textures such as LAPD SWAT and the FBI are also included (this mod does not aim for 100% accuracy).  
INSTALLATION:
It is recommended to back up the original files before the installation!
 
Replace all the files in this location
mods\x64e.rpf\models\cdimages\componentpeds_s_m_y.rpf
 
If the old Ped is loaded, install it in this location.
mods\update\x64\dlcpacks\patchday22ng\dlc.rpf\x64\models\cdimages\peds\patchday22ng.rpf\
 
mods\x64e.rpf\models\cdimages\pedprops.rpf

The Optional Colors folder contains other color variations that are available.
It's not a problem if the textures don't display in OpenIV!
