    So i had some problems with rage plugin hook not launching Gta, blocked files and having insufficient permissions. I have tried everything like making the Gta folder a exclusion, turning of defender etc. Today i found a fix that fixed it for me. Had to downloads streams and unblock the files in cmd. Here's the video from stevethegamer55 that helped me fix the problem.
