I verified the files twice through steam, said no errors found and no updates for gta. Is there a way to force download the newest game version?

When loading Rage Hook, it states it is an unsupported patch is installed with this message: Installed game version: 1103.2 Latest game version: Unknown Supported game versions: 2802.0 Steam says it is the latest update and the only difference I can find (other than the old update number) is my version is listed as Retail and not as Steam at the bottom of the rage startup page. It also says v1.0.1103.2 if that helps.
