    One thing I will note: adding additional state trooper heads won't actually show up in game unless you drive by a police station (so for example, initially only the White and Hispanic state troopers will show up when a game is started, but if you drive to the police station and have cops spawn by there, this'll switch to having only Hispanic and Black cops spawn). You may want to look into this and see if you can fix these spawning issues.
