  1. Setting chances/spawn rates in backup.xml?

    Is it possible to set chances/spawn rates of agencies in backup.xml when multiple are assigned to one region? For example, I want to have BCSO and Grapeseed PD patrol Grapeseed, but I want GPD to spawn ambiently less often.
