StopthePed requires some stuff installed that based off your log you don't have, it's always important that you have all requirements installed as it can cause crashes or plugins to not work effectively. 
 
Here is StopthePeds prerequisites found in its 'ReadMe' file:
 

 

StopThePed has some requirements that you can find in the ReadMe file that comes with the plugin. 
 

 
Based on running your log it doesn't seem like you have the required prerequisites. 
 
Rage Plugin Hook comes with LSPDFR.

As for the Plugin Timeout Threshold simply follow as it says in that screenshot. 
 
2. Do you have a mods folder? 
Yes: Could you please rename the mods folder to ''_mods'' so that they do not load and see if that fixes the issue. 
No: Try the steps in ''1.'' to see if the issue is resolved.
