Game Crash When I Add +livery.
How many liverys are you using? Using more then four per vehicle can cause issues. Also, does removing the +livery from your vehicles file fix the issue or does it keep crashing?
-
Problem!
Usually that means a particular modded car is corrupted or otherwise causing issues. I would like to suggest a simple test to find out if that is the issue. First install the car mods you were using, then start GTA4. Once you are ingame just go outside and use the trainer to spawn your modded cars one by one. If a car loads quickly and properly it is not an issue and you should spawn the next one, If the model is not loading or causes a game crash then it is most likely your problem and you should remove that car (By remove I mean delete your vehicles.img and replace it with the un-modded backup that you should ALWAYS keep when modding cars, before reinstalling the non-broken vehicle mods.) If you really like the broken model you could try re-downloading the model and trying again. If none of the cars are causing problems them please feel free to reply and I'll try to find out what else the issue could be.

Els v8 work for windows 8.1?
I use Windows 8.1 and I have no problems with ELS v8 what so ever. I highly doubt that is your problem. All I can suggest is that you do the standard mod install checklist. AKA Check you are following the install instructions properly, check that all files are in the correct locations, check you have dsound.dll, advancedhook.dll and scripthook.dll installed properly . y'know all the usual.

ALM Is acting up...
I'm kinda glad that I'm not the only one, since that suggests that the problem may be with ALM instead of my setup, however that also mean that there probably won't be a fix short of an update.

48MB VRAM (Quick answer if possible, please o.o)
Interesting, my computer isn't even that powerful, and I can run GTA4 maxed out with ENB's. I would like to note that your CPU isn't the best though. Glad to hear its working at least a little now, give us a shout if anything else goes wrong.

CAN SOMEONE PLEEZ HELP?!
My old PC could barely run GTA4, and it was a little better then that. I can suggest looking up some tricks to improve performance on low end PC's but I can't guarantee that it will start regardless. Go look on google for 'GTA4 performance boost' or something. I once ran into a page out there with instructions to make the game run nicely even on PC's worse then yours at the cost of looking like Lego, but I've lost track of it.

CAN SOMEONE PLEEZ HELP?!
Do you have a good laptop? More directly can your laptop actually run the game? Many desktop computers struggle to run it, and a laptop usually isn't very powerful.

Big Graphic Problem
Usually that sort of thing only happens if you install HD textures and/or cars and your PC can't handle it. Its possible your PC isn't as powerful as you think it is, ENB + HD textures can be very difficult to run. I can see you have HD roads, do you have any other mods like that? If you do try removing them and see what happens.

Could you post your full commandline and your system stats? Sounds like something isn't right.

48MB VRAM (Quick answer if possible, please o.o)
If you have that commandline set up then the amount of memory it displays shouldn't really matter. You should be able to crank up your settings past the cap and run it perfectly. If the problem is you can't push past that cap still then you may have typed the commandline wrong or multiple commandlines may be conflicting. I would suggest that the video display isn't showing the true VRAM that the game is using anyway, I doubt GTA4 would even run on 48MB of VRAM.

Okay thanks for the hint anyway.

ALM Is acting up...
I've recently been having a weird problem with the Area Livery Mod. I have the mod set up properly and its working for most of me vehicles but no matter what I try I can't get it to work on my pstockade and polpatriot slots. All the other vehicles have their liverys working as intended, but my polpatriot and pstockade wont show any livery except for the first slot. I've been through the obvious steps of checking that +livery is added to both vehicles in the vehicles.ide and checking through the .ini file for errors and I've even setup my livery's to be as simple as possible to avoid human error. I'm also only using the standard four liverys to avoid glitches. Its possible I'm missing something obvious so I've pasted the .ini settings below. Sorry for the wall of text btw, im still new to the forums and don't know how to use the spoiler box.

CryENB V2 (1.0.7.0/EFLC)
On another note, I'm having a slight issue with the ELS setup. When you're close to the vehicle the ELS lights are spot on in terms of brightness and the such, they look amazing, however from about 10-20 metres away the brightness rapidly falls until they aren't even remotely bright even during the night. I've only just upgraded my PC from a pile of junk to a gaming PC and this is the first ENB I've used on GTA 4, so I apologise if I'm not asking an obvious question or something.

2011 LCPD CROWN VICTORIA - CVPI ELSv8
Amazing model, one question though. When I get out of the car while the lights are on there is about a 50/50 chance that the rotators just randomly stop spinning and don't restart until I re-enter the vehicle. Is this normal? I haven't seen anybody else mention it.

ELS v8 Fire Engines?
Wow, I wasn't aware of that, thanks. I misread that part of the readme as meaning you had to convert the model. I'll keep an eye out for that new firetruck though :D

ELS v8 Fire Engines?
Since ELS v8 was released I've been excitedly the interwebs looking for good ELS v8 compatible vehicles. Since then I have found at least a few of pretty much everything you can imagine, but I have still yet to find a quality Firetruck. I know there are about two here at lcpdfr but one I don't really like, and the other has no distant models yet (which I can't look at without my inner perfectionist having a cardiac arrest). So I would like to know if anyone else has made or has seen any good quality Fire Engines. At this stage I don't care too much about the type of truck or if its LCFD or NYFD or blah blah blah since I'm not exactly spoilt for choice, but I'm particularly interested in one based off the GTA 5 firetruck. Thanks for anything you can find.

I think there is a slight issue with the seats in the Fugitive. When you have passengers sitting in the back seats, they stick half their head through the roof. This isn't because the roof is low, they actually sit about half a foot clear of the seats.

Climate Change
You continue to source your arguments from misinformation. Your assertions are just turning to rubbish. You continue to try to use arguments such as the 'limited temperature increase' despite the fact that I have pointed out that not only is your information incorrect, you misenterpret the more accurate information you do have. The cooling trend was not only minor, but the temperature has already restored to normal levels quite a while back. The continued rise is what is causing the problems. As for the harsh winters in the US, they are actually CAUSED by climate change and back up the theory, not weaken it like many people like you believe. I don't have the exact article to reference to you since I studied that a while back, but the extreme cold was caused by arctic air being sucked down into the lower northern hemispheres by the weakening jetstreams (also caused by climate change). I would explain what I can remember about it in this post but I would literally have to type for hours to write out the full story, and quite frankly I can't be bothered since you wouldn't listen anyway. If the other well informed people in this topic can be bothered arguing with you any longer then I will let them, but to me its not worth the effort until you gain the ability to think for yourself and reasearch from more reliable sources then mainstream media pages. All I can do is hope that you figure out the truth about this topic before it bites you in the arse. I don't have a Ph.D either, but I did extensive research for and assignment a while ago and it has been an interest of mine since then, and if you had all the facts, you would see that common sense actually supports my case.

Climate Change
No your point about the 'repeated failed predictions of the scientific community' does not stand. since most of those 'predictions' you are referring to are either misreported by the media, declarations by misinformed people, or misenterpreted by the public. The vast majority of actual predictions have been correct. The part about snow stopping falling is a load of crap spouted by sensationalist media who just want a story, I thought we had established that already, keep up. The ice caps have been melting for the past 30 years. Thats basic climate knowledge. The only exception has been 2013 and nobody has been able to explain that and back up their claims with evidence. The whole temperature rising by only less then 1 degrees thing is widely misenterpreted. First of all, If you are going by fahrenheit then the global temperature has already risen by over 1 degree, 1.4 to be exact. Also you fail to understand that a temperature increase of only 2-3 degrees celcius is enough to cause further melting of the ice, water level increase and frequent weather anomalies. Since most of the world is held back by ignorance of the topic and a general lack of action, we are likely to surpass that by the turn of the century. As for the coastal cities flooding, this will only happen due to a SUSTAINED temperature increase of around 2+ degrees celcius over maybe 2,000 years. The idea that all our major cities will be imminently flooded is exaggerated. MY point still stands, you should do some proper research.

Climate Change
The only reason you don't believe in climate change is because you (like most people) don't have the full picture. If many of you were to do proper research which consists of scientifically backed information from accredited scientists and studies instead of sensationalist media and politicians who have no idea what they are talking about, then you would see that the facts supporting the theory are overwhelming. I would also like to point out some errors in your assertions in the last comment; Firstly, have you ever heard of ice core samples? They involve drilling into extremely thick ice on the icecaps and glaciers to get samples, which tell us little things like the local temperature for that are for the last 800,000 years give or take (depending on the nature and location of the sample). Therefore we do infact have accurate temperature data from the last FEW iceages, not just since the latest. Secondly the last ice age ended around 12-13,000 years ago, not 5000. Your information gathering needs some work. There are similar flaws in most of your comments.
