For everyone who wants to get the decals back, you can move them in other categories (parachute, mask, etc.) and it'll work. RPG somewhat made the decals not load since it's an online asset. You can refer here where you can find the files and folders and move them to what every category you want them in. I'd suggest moving them in the hat category if you don't use hats when on patrol. Make sure to backup your EUP folder and wait until Alex Ashfold fixes this bug.

Can you look inside the file and see if it has carvariations.meta? I'm not 100% if it'll work for you but I do have an unmarked add-on vehicle that can't pull over vehicles as well. Noticed it has no carvariation.meta file so I added them from a template that I have and now it works.
