    Do you have a Mods-folder?
    If you do you can temporary avoid loading mods if you rename the folder _Mods.
    If that makes it possible to load LSPDFR and go on duty you would then know that one or several of those Mods makes your game crash.
    Also, do you have a fully updated game and the newest vers. of LSPDFR. inc. newest RPHook?

    Most likely is. Disable and retry
    the very best way to get in term with crash-issues, is to install LSPDfr alone, and make sure base-game works. Then you can add a MOD, but only one, the retry and continue that for all other MODS/ Callouts

    Yep, you only have one reason at that is sort-of outside LSPDfr, but..
    In case you like to start your game-hooking at a specific place ao with a specific vehicle, you enter GTAV story-line, choose your character, use that character to get any prop -like cars, move to the location you want to use as your default LSPDfr.entrance location, and do a cell-phone cloud-save in that state.
    I recommend to make a new save instead of overwrite one.
    Then hook the game and go to duty.
    Hereafter every time you open GTAV in story-mode, you will start in the saved state, and you only ned to hook, and then go on duty.

    I believe you want to remove music-/talk-radio of civilian stations and 'replace' it with police-radio?
    Its easy to get rid of civilian radio.
    In settings set radio volume to 0
    Now you only have Dispatch-chatter in your game.

    Yes, that is what you need to do. Stand next to the suspect, and use the call-back-up option code3/pursuit , then the suspect will be 'attacked' and arrested by the AI-police. You wont be able to interact in that process, but that is only so for the random encounters.
    Btw a stungun is next to necessary for playing the game. You cant stop suspects without killing them if you do not have a stungun.
    Press F4 and write giveWeapon, then browse down the list for stungun, select it and press TAB then enter.
    You should now have a stungun.

    The best way is to first open GTAV, enter Story-mode, when you have a stable story-mode with free roaming, then use Alt-TAB, goto desktop and there start RPHook.
    Then use Alt-TAB to jump back to GTAV and wait for LSPDfr to open completely.

    A more detailed way to do this:

    Special situation
    1. run after an R* update
    After you have entered story-mode as normal RP-Hook will react a bit different.
    First you get a warning from windows defender
    It says that win-defender has protected you from a *potential* dangerous executeable
    click More Info
    Scroll to the right
    Choose option run anyway

    In GTA nothing seams to happen
    Go to tray
    RPHook has now a disclaimer-popup
    Click the OK to accept the EULA
    We are almost there but RP-Hook will now open a pop-up in tray Dispaying all the files that has been blocked by windows

    Here you choose Yes to unblock all files
    Now RP-Hook opens the std UI. Here you should check that plugin-timeout is 60000 ms, and then you should chose the option Save-and-Launch.
    Now You will see a message that RAGE is hooking -as it should and shortly after you will see that LSPDFR is running inside GTAV
    From here after ...until the next R* update- The startup sequence is again normal and as above.

    In STP no, but in native game all moving of suspects is with one hand
    Unfortunately it is tricky to get to the activation-point (state) in the arrest-sequence in base-game. It is undoubtedly that fact that made STP generally used by most, but your screenshot is a typical base-game situation.
    I dont use STP, and i have found a sequence that does lead to successful arrest ~90%
    The key is to step up to the ped from the left, in an angle of 45 dg. Then most of the times the base-game Q/E menu will lit up.
    For cuffing point your weapon on the back of the Ped, where the cuffed hands will be, then hold E. Works also most of the time. Then you are inside the sequence and as the Purp stands just tap on E, then you can drag him to a useable place out of traffic, tab E again, and imediately tab Q. Then he kneels, and are ready for transport.
