go to your GTA 5 main directory for me When your in your GTA 5 main directory go to the folder lspdfr then open the lspdfr.ini file then make sure that "Main.PreloadAllModels = false"

This seems like your mods folder is bugged! please rename your mods folder to _mods and then check to see if the locker room is normal and same with the peds!
