    Try increasing your in-game settings, make sure everything is on max and render resolution is set to at least 3/2. The time and weather also make a big difference.

    To my knowledge they have not been uploaded anywhere else. I am unsure the name of the creator and neither of the packs have a credits file or evidence of the creator's name anywhere. If I remember correctly the one pack was an SADPS pack and the other was a Sheriff pack, originally from DOJRP uploaded for free after the incident.

    It has to be a 21 FPIU that uses the base model by Kane104. Unfortunately, some of the vehicles showcased in the screenshots cannot be obtained anymore. They were uploaded to GTAPoliceMods, which has since shut down.
