    I had the same error, you have to go to OpenIV in the GTAV folder and you get x64e.rpf at the bottom, then you go there, to models, to cdimages and you will find peddrops.rpf, it will come out that you can copy it to the folder of mods, or just copy the entire x64e.rpf to the mods folder.
