I can speak to the no internet side of things. You can play in single player mode, that’s how I play LSPDFR since our internet here is slow. As for offline completely? I have not gotten that to work, steam/gta complains each time about the internet not being on and then crashes. A trick for the reinstalling portion. If your drive is big enough do a reinstall now and then zip the GTA V folder and copy it somewhere else. When you need a clean copy delete your GTA V folder and unzip the backup. Several hours becomes a few minutes (learned this on my third reinstall).
