Yes i've just checked, i'm running the version you stated. I don't have a mods folder, I'd seen this suggested in other posts, and checked, it's a completely clean install.

Just reinstalled GTA5 fresh, but crashes everytime I try to load the RAGEPlugin to load LSPDFR, no mods installed, double checked I have all of the .net frameworks installed, still crashed on startup. Further to this, based on other posts, i've deleted my commandlines.txt file, (it only had 1 entry for forced windowed in it anyway) and checked the .ini file, and none of the entries it is claiming there are multiple of, exist. I've disabled my AV, I have no other mods installed, GTAV will load if loaded via itself without using the rage plugin. Further updates; Tried loading the RAGEPlugin once I was already loaded into singleplayer, it crashed the GTAV client still.
