    I'm not sure what causes that issue specifically, but Traffic Policer isn't supported well in the current LSPDFR version- Try other mods like PoliceMenu

    I had downgraded my game before the new LSPDFR and RPH were released. When they were released, updated those and I verified my files via steam, effectively force updating my game. Ever since then, I haven't been able to even launch GTA with RPH.

    Hmm... It might have something to do with a mod (Sounds, weapons, vehicle(s), ENB etc) that you may have installed... Have you checked OpenIV to see if your update.rpf needed updating? If it doesn't, try removing all of your mods and boot up LSPDFR. If it doesn't load still then there's gotta be a corrupted file some where...
    Where that might be, I've no idea. But it's worth a shot to uninstall any mods you might have, if all else fails Then remove your mods folder and see if that makes a difference. If it doesn't, use OpenIV and go to Tools and click on ASI Manager then uninstal the 3 files there (keep your mods folder deleted.) and allow it to create a fresh mods folder for you. LSPDFR itself isn't the issue, it loads it just gets stuck by a possible corrupted file.
