    Maybe it`s Madrazo`s gang who always attacks Michael when he is in the city? Did u finish the story mode? Cause in yr screenshot those guys look like Madrazo`s gang. So you should complete a couple of missions (Trevor`s missions as I remember) until you get rid of Madrazo`s guards. So I suppose this script from Story mode overlaps the world with LSPDFR.
