Do you still have a backup copy of the game? I had the same issue. I ended up restoring the old version and then going into the Redistributes folder, blocked Rockstar-Games-Launcher.exe and Social-Club-Setup.exe in my firewall (I kept Rockstar-Games-Epic.exe unblocked) and it worked okay for me (this was the Epic Games version) After that the error went away and I was able to launch the game. I think the newest version of Social Club throws out an error if the game version doesn't match 😕 I'd say the Social-Club-Setup.exe and the update it runs is the cause and if you are getting an offline error (so try and let Rockstar-Games-Launcher.exe through if thats the case)
