Alright friends, I am alive. This mod is indeed active, but I haven't been able to use my computer. Please bare with me, I promise I will finish this! -
One of the updates I did on this mod [very recently] was a fixing the mod since one of the files was corrupted and such. After that update, I felt like further expanding the mod by adding a few new things into the mod.

I can certainly try to do that! I'm slowly doing the GTA 4 NPC police dialogue replacement, which does replace the Megaphone lines

This replaces MOST of the dialogue to GTA 4 Police State of Alderney replaces 90% of the Megaphone dialogue and replaces 60 or so percent of normal dialogue [Replaces s_m_y_cop_01_white_full_02] [I made this at 4AM and took me roughly 2 hours of making. . .] Please send a message if bug or anything is broken! I will fix it as soon as I can!!!! Enjoy the mod! Please Do Not Repost or Steal it. [Posting it on other websites is forbidden.]
