I know this is old as hell, but it's a common problem with ELS. Just go to the ELS.ini and change ElsTrafCtrlOn = false
 
This will stop them from doing that.

If you attach your log I can tell you if custom units are loaded fine.

Your DefaultRegions loaded fine, after that it crashed so it's probably a faulty CustomRegions.xml:

Your exception: An item with the same key has already been added.

What does that mean? 
You probably added a zone twice for different units. Make sure only to use zones once.
Once you have fixed that, retry to go on duty and send me another log. Your custom units are also probably broken since you said they don't work.

Hi folks, just start RPH as normal and wait it will load LSPDFR and can load any plugins using "LoadPlugin" then what you want loaded or else "ReloadAllPlugins" to start all of them. 🙂

@RalFingerLPThank you!!!! This works brilliantly. Because I couldn't get into RPH i just assumed it wouldn't work. Pain having to load the plugins manually in console BUT at least it works. @NathanWhitcombshould be good to go for you debugging folling this 🙂

You don't need to load them individually, if that's what you are doing; "ReloadAllPlugins" will load them all. 🙂 

I just tried myself, i get this wall of text as error on my screen, but beside that it boots fine. Booting with rph.exe and after i launched the game. Give it a try.

I hope you're all doing well. I have a strange one. I have been following the amazing guide/stream @OfficerBenzo put together recently and have encountered the following screenshot after installing sticky wheels of all things. I cannot open RPH now to do my plugins due to this nor load LSPDFR.
 
1. I have restarted PC
2. Removed Stickywheels for now
3. Backed up keys/lspdfr .ini files (so i don't need to redo them later as on a controller 🙂 )
4. Reinstalled LSPDFR &  RPH
 
Still at a loss. Game loads normally through steam.
 
Totally bizarre and I haven't even gotten to car mods yet this time haha
 
I have used LSPDFR a lot and had many a hair pulling moment but this stumps me. Any help appreciated if not i guess its re-re-re-re-re-start time haha.

They say to grab the file from LSPDFR install folder but this wont let you launch into RPH settings. It's now just a waiting game.

From what I'm reading in the 'code' that pops up when launching, is that it's talking about "CloudFlare"... This is what the RPH website says currently. I think it's because RPH can't connect to the website or something.

D'oh I never even noticed that but definately seems the likely culprit.
Bit strange that there isn't an "offline" mode for RPH for this kind of thing or if there was a regular ol' server outage or if I had connection loss. Hmmmmm... 🤨
 
Lucky you getting that far I hadn't got back to anything juicy yet. Here was me thinking stickywheels of all things broke my game haha
Also (sorry for double posting) try doing "Main.PreloadAllModels = true" in your lspdfr.ini that was mentioned in Benzos stream although I've not had the issue personally but may help when things are back online?

It seems to be related to RPH. Side note: RPH website is down
 

It seems that the POLICET model crashes the game, try to remove it

Not nessasarily the model, but also the .meta entries.
Check them/revert any recent changes.
