so people who uses force offline command may cause that trouble too... I guess most people are not able to start the game without connecting to Rockstar game launcher and Steam or whatever the platforms they've bought GTA5 from and to start the game through platforms update is necessary and if the game is updated it means they connected online already.

I have same problem too.I tried reinstall plugins and EUP and EUP menu itself,add latest lines on mods folders dlclist.xml via open iv,verify game etc but it didn't work for me at all. I've also found that component 1 and 10 are missing in locker room and EUP menu but mods are downloaded correctly in mods\update\x64\dlcpacks\eup\dlc.rpf\x64\eup_componentpeds.rpf\. is this just a bug or I did something wrong in process.
