    I fixed it. I did two things, I disabled in game overlay on Nvidia and run as administrator and that got it running.

    In addition:
    For the plugin RichAmbiance, the value for BOLOFrequency is not found. Correct that. RedCallouts is outdated. XScanner is outdated.
