In my experience, whenever I've had to start the game and RPH separately, restarting my computer fixed it.

That should fix it.

If I presume correctly, you have ENB so you need to load RAGE separately to GTAV. To do this:
1. Load GTAV without RAGE and enter story mode so that you are in game.
2. ALT + TAB out and open RAGE.
3. Wait for it to hook.

Your log doesn't contain an LSPDFR crash so I would suggest you to update your mods folder.
No, x64 will not be affected - only update.rpf
EUP will continue to work - you just need to readd it to your dlclist.xml

You've got one crash from Regular Callouts, another from Yobbin Callouts.
But before I ask you to remove any of them update LSPDFR.
And if it still crashes send another log for me.

That sounds like something along the lines of corrupt game files.
 
Try validating your game files and see if you can then launch GTA V vanilla. 
 
If GTA V launches fine, try then launching LSPDFR. If it still freezes please try disabling your antivirus.
