hoew to turn it off

When i start Rage Plugin Hook, everything is ok but when it opens GTA 5 it says to me this (slow system or insufficient permissions). Can someone tell me whats the problem?

I did that then this came on display slow system or insufficient permissions rage plugin hook

The installed game version (1868) is not supported. This build of RAGE Plugin Hook is made for version 2189. This comes out when i open Rage Plugin hook. When iI enter GTA 5 it said me that version is 2189,but on plugin hook it said its 1868. Can someone tell me whats the problem??
