Make sure you're in single player and then go to the "online" tab, and Usually it says "Invite only session" like Chickenify said. I would try uninstalling the game and and re-install and see if that helps, if not you should message R* support.

I've had this problem, but fixed it.
For some reason, when you press Enter on "Play Online", it does it twice, immediately doing Play Online > Go (directly into a online session).
It randomly fixed itself for me, but you can try selecting "Play Online" using your mouse, that should work. It should then open another menu with the options that Chickenify stated.

Weird. For me when I click "Play GTA Online" on the "Online" tab of the menu it gives me options to "go" or create an invite only session, crew session, closed crew or friend session or a solo session.
If you have the game on Steam you could try verifying your game cache.
