I play GTA IV on a Laptop, I can play pretty good, But I can not change a single Graphics Setting thou. N' I have a Brownie Container that I put with ICE under my Laptop and then the Fan the Laptop and I play for a good while. Also Download Razor Game Booster N' Helps too, I don't use that often thou.
