Download and install OpenIV (https://openiv.com/) 2. Use OpenIV to navigate to the vehicles.img file inside your GTAIV/pc/models/cdimages/ folder. 3. Once vehicles.img is opened inside of OpenIV enable Editing mode, then press the Add New Files button. Select all the files in the "Install into vehicles.img" folder and press open. 4. Copy and paste carcols.dat, handling.dat, and vehicles.ide into your GTAIV/common/data/ folder, replacing the original files. 5.Enjoy!
