My game has been working wonderfully until i download and (PROPERLY) installed the "LSPDWhelen" Car pack (which is an dlcpack!). Below is my log can anyone help me out?

So just recently did a fresh install of LSPDFR after last update and havent been able to install sirens since! Tried to use different siren packs but it still doesnt work. i visited other forums, watched countless videos, and tried to seek help from player over on japan's forums and still no luck lol! I am trying to install Touchmaster Delta. I make new folder, put .oac file in the folder, and put file folder of sounds inside the folder as well. but when i try and "import open formats" in open iv under the "RESIDENT.RPF" section... it just loads up half way then gives me this message: vehicles.oac(Line 16): File "vehicles\0x000E3CFA.wav" not found. PLEASE PLEASE PLEASE i beg of you help me out its been a week and i still have no new sirens in game:( thank you a million in advance!
