    Update! I fixed it by unchecking the enableCounterMeasuresAgainstOnlineVehicleRemoval in rph.

    Okay, so when I load up my RPH it works fine. I go to f4 and type in ReloadAllPlugins, than I type in force duty. I teleport to Sandy and then I get my character ready Via EUP. I then spawn in my car and drive around. Out of nowhere I will randomly crash. I checked and it wasn't any of my plugins nor my vehicles I have installed. PackFileLimitAdjuster, HeapAdjuster, and the thing that changes your GameFig to like x1 ped and vehicle. Ive reinstalled RPH and LSPDFR plus all of my mods and vehicles multiple times to figure out what causes it, I have no clue at this point.
