    Make sure you drag and drop the ELS xml to the ELS folder in the GTA 5 directory. As it has to be in pack default to actually be using the ELS config. here is the file location (Or you can find yours by going to steam, right clicking gta 5, properties, Local files, Browse local files. Then ELS and then pack default)
