You'll have to edit weapons.meta and weaponsanmations.meta. Unfortunately I don't know which values you'd have to change but you can probably find out by just looking at the meta files. Otherwise take a look at a mod like the one linked below and see how they did it.

Try to launch GTA into story mode first until you spawn with either of the three story characters. Alt ab out of the game and launch Rage.

Hi, by default SAHP does not have any cars except the Police Bike (policeb). The unmarked Stanier is located in the police4 slot which you can replace like any other car with a replacement.

Can you try to rename your mods folder to _mods and retry. I'm guessing whatever you installed is the reason for your crash.

I can only think of Ultimatebackup that has a panic button integrated. You already tried removing that yeah?
Can you try provoking that panic backup and then send me your RagePluginHook.log? Maybe we can figure it out that way.

You can use EUPmenu with the EUP packs to customise your character and configure an off-duty outfit.

Since it works the issue is somewhere in the mods folder. Either revert the last changes you’ve made to it or rebuild your mods folder.

Try to rename just the mods folder to _mods and retry.
(Plugins and LSPDFR stay the same)

They shouldn't conflict. I use both without issues.

You can only add one weapon for HandgunWeaponName. Remove the comma and one of the weapons so you just have one (e.g WEAPON_COMBATPISTOL).

Remove the following plugins (due to them being outdated) and retry:

-AmbientFX
-ArrestManager
-AssortedCallouts
-BOLO_Callouts
-CalloutManager
-RedCallouts (unsure)
-HighPriority
-PeterU
-PoliceSmartRadio
-EasyLoadoutContinued
 
Also delete Albo common from your main directory.
 

Can you try to go into the area without the map mod installed? It could be the reason for your crash.

You could try to remove RedCallouts as they are slightly outdated and set your PluginTimeoutThreshold to 60000 instead of 30000 via the rage settings. 
 
A long as this crash doesn't occur every time it should be fine.

You might need to install this mod for AI to wear the uniforms:
Make sure to install the "without add-on cars" option.

Remove the highlighted plugins due to them being out of date and Update UltimateBackup:

-Set your plugin timeout threshold to 60000 in your rage plugin hook settings. You can do so by clicking on the gear ⚙️ icon when starting rage and changing the number you see to the value I stated above.
