E activates the lights and sirens (Non-ELS cars) and J mutes the siren.
If you are using ELS however, you need to cycle through the lighting stages first until you hit code 3. Sirens can be turned on via G or the number keys (1, 2, 3 etc.) on top of your keys (not the numpad).

You can also remove the lines that contain the cars from your agency.xml (.\lspdfr\data\).

Example:
Change
<Vehicles> <Vehicle>policeb</Vehicle> </Vehicles> to
<Vehicles> <Vehicle>"MyAddonCar</Vehicle> </Vehicles> Swap "MyAddonCar"

If you enter regardles, they will hunt you down and kill you. What you can do is either:
Install a 100% game save Continue playing the story until the two are allowed in the city again Load an earlier save where they have not been exiled yet.
