    First of all, welcome back to the community!

    E activates the lights and sirens (Non-ELS cars) and J mutes the siren.

    If you are using ELS however, you need to cycle through the lighting stages first until you hit code 3. Sirens can be turned on via G or the number keys (1, 2, 3 etc.) on top of your keys (not the numpad).

    It is a LSPDFR plugin like Kate.Denson explained above 🙂.
    Same goes with combat enhanced.

    In the lspdfr.ini, set Main.WorkaroundDLCVehicles = false. 
    You can also remove the lines that contain the cars from your agency.xml (.\lspdfr\data\).

    You add them the same way as replace cars. Once properly installed swap the designated vehicle in the agency xml with the name of your addon car.

    Example:
    Change
    <Vehicles> <Vehicle>policeb</Vehicle> </Vehicles> to
    <Vehicles> <Vehicle>"MyAddonCar</Vehicle> </Vehicles> Swap "MyAddonCar"

    Based off your screenshot I’d guess that you are at the point in GTA story mode where M and T have been exiled from the city. If you enter regardles, they will hunt you down and kill you. What you can do is either:
    Install a 100% game save Continue playing the story until the two are allowed in the city again Load an earlier save where they have not been exiled yet.

    You are missing dlglobal from county callouts.
    Either install that (comes with county callouts) or uninstall the pack.

    A bunch of your scripts are missing NativeUI as a dependency. Install that and try again maybe that helps.

    You’ll find them in update/x64/dlcpacks. Copy and paste the ones you need from there into the same path but within your mods folder.

    Update SuperCallouts. Make sure you drag the PyroCommon in your main directory as well.

    Two things:
    You are missing DamageTrackerLib. This comes with DamageTrackerFramework. Update/Install RageNativeUI.

    Chill callouts is missing a file. Since it's outdated anyways, remove that pack from your plugins folder.
