Plugin in a controller and use that to navigate the menu. Rebind the numpad keys to another key via an external program. press the enter key and enter a number you want to navigate to. -

Lennyy's post in LSPDFR.DLL crashing was marked as the answerUpdate LSPDFR by downloading the manual install archive and replacing the LSPDFR dll and pdb in /Plugins/. Make sure there are no LSPD FIrst Response.dll or pdb in your main directory at all.
After that try again. If that didn't help, navigate to your GTAV/lspdfr/lspdfr.ini and set Main.DisableGameBlipHiding = true.

Drag and drop all files to your main game directory and hit replace when prompted to do so. Make sure there aren’t any LSPD First Response.dll or .pdb in your main directory.
