my gta 4 pc game stays on the loading screen with the characters and the background music,it doesnt freeze but all it does is play that over and over again and never loads to the actual game itself so idk what to do please help

I have a problem with my game,i have gta 4 and the game starts up and when it starts with the loading screen with the characters and the song before the actual gameplay loads,it stays on that screen with the characters and it never goes to the game itself,i dont know what is wrong,help please

hello, I have a few problems,i downloaded some police car mods for the LCPDFR 0.95 RC2 and when i go in a certain direction to choose the car i want my character(COP) just stands up and the car doesnt show and the game locks up,i dont understand why this is happening and i need help,and another issue is my game is lagging and I have a top notch computer and i dont know what button to press on the keyboard to pull someone over,thank you i need help with mainly the first issue right now,anyone that can help would be appreciated thanks
