Solved - Replacing update.rpf in the mods folder fixed it.

I installed the new scripthook released on the 28th; however, when I launch it gets stuck at the loading screen. Things I've tried: Disabling all plugins w/ Ragehook Disabling all scripthook related plugins and just running scripthook Doing the previous two things separate and in combination.
