You need to update RAGENativeUI.

Either try fixing that XML or remove it.

Move dinput8.dll from your main directory to your desktop; does the issue still persist?

It will be the first result.

Police Smart Radio caused this; it's outdated so I would suggest its removal. 🙂 
Traffic Policer is also outdated so while didn't cause this crash, the same applies.

Take a look at that XML.

Make sure you have the latest version of IPT.common found in opus49's plugin downloads.
 
While not causing your issue at hand, this may be of interest:
 
The following plugins are outdated. This means they are not updated for the latest LSPDFR version.
You are welcome to keep them, but you may experience further issues down the line so for the smoothest experience, you may want to consider their removal.

Please move dinput8.dll & vfs.dll to your desktop, out of your main directory.
Then, retry. 🙂

Increase your Plugin Timeout Threshold to 60,000 - this can be done in the RAGE settings.
Then, remove Airport Callouts & Callout Manager which are both outdated.
And, enjoy 686 Callouts. 😄 

LSPDFR uses the native GTAV phone notifications; make sure they are enabled in-game. 😄 

If there is an issue in your mods folder, no log contains information as to what that is.
All you can do is revert your recent changes.
Should that not prove successful, you'll need to make a new mods folder.

Make sure ScriptHookV is installed.

Also I should mention, while not causing this crash, Albo's plugins are outdated so, I advise their removal.

1. You did not install the requirements for Stop The Ped: RageNativeUI. 
2. You did not install the requirement included in the download for Prowler Radar: IPTCommon.
