Nevermind, the probem is fixed. Install the official ScripthookV instead of OpenVhook or another scripthook knockoff to fix this

I'm on the Epic Games version and whenever I drive an ELS car, it works perfectly fine, but when the AI drives ELS vehicles, the lights steadyburn and they use the default siren for that vehicle instead of the siren assigned in the VCF, as if ELS was not installed at all.
