    Managed to find the solution:
     
    Go to: Steamsteamappscommongrand theft auto ivGTAIV
    Right click LaunchGTAIV.exe and click "properties"
    Click the compatablility tab
    Tick the "run this program in compatibility mode for:" box
    Select Vista SP1
    Click Apply/OK
