Im new to texturing but I found I got better using photoshop rather than GIMP,but mainly practice :) Also try using the pencil/line tools.

Unfortunatley no however their are some tutorials in the tutorial section if you want to have a look. Also Zmoddler costs around $30.

To put a lightbar on a car you need to use Zmoddler (which I know nothing about!) Do you mean edit lightbar colours/colors or change the type of lights? (Halogen,LCD etc)
