    I encountered same issues. It appears that ScriptHookV is causing issues on new installs if you try to use it. Removing scripthook and its dinput dll let game load ok. Only thing of interest in rage hook launcher log is the last line: ERROR: Could not hook game process. Insufficient permissions or bad anti-virus. Regardless of loading game with/without admin rights and having AV turned off, you get this error and game crashes.
