Add this to your lspdfr.ini Main.DisableGameBlipHiding also, youre missing Albo.common, so install that

set your PluginTimeoutThreshold in the RPH.ini to 60000 and go into your lspdfr.ini and set Main.PreloadAllModels to false.

Have you updated your mods folder?

renaming your mods folder to _mods disables it, so since it works, theres something wrong in there, so either remove the last thing you put in there or you have to redo it
