Looks like you've got some green and purple on the darker colours on your vests. Unless that's intentional, in OpenIV, make sure to change the render mode to A8R8G8B8

Mess around with the IDs in the carcols and carvariations.meta's, that should hopefully fix this.

in the vehicles.meta, change the <audioNameHash> from whatever it is to any police spawn code (e.g police, police2, police3, police4, fbi, fbi2) If you're talking about the lights, it's because all of the lighting options are marked as Extras, meaning there is a chance they wont come with them, I would suggest googling how to change the extra chances.

I Personally recommend you use Luxart Vehicle Control w/ ELS Clicks, it's a good FiveM Script for NON-ELS Cars.
